Lesson 5 课后阅读理解-1 Air Traffic Management The Special Committee on Future Air Navigation Systems (FANS) describes Air Traffic Management (ATM) as consisting of a ground part and an air part, both of which are needed to ensure the safe and efficient movement of aircraft during all phases of operation. The general objective of ATM, is to enable aircraft operators to meet their planned time of departure and arrival and adhere to their preferred flight profiles with minimum constraints and without compromising agreed levels of safety. The airborne part of ATM, consists of the functional capability which interacts with the ground part to attain the general objectives of ATM. The ground part of ATM comprises the functions of Air Traffic Services, Airspace Management (ASM) and Air Traffic Flow Management (ATFM). The Air Traffic Services which shall include three services i.e. Air Traffic Control Service (ATCS), Flight Information Service (FIS) and Alerting Service (AS) are the primary components of ATM. The objectives of the Air Traffic Services shall be to: a) prevent collisions between aircraft; b) prevent collisions between aircraft on the maneuvering area and obstructions on that area; c) expedite and maintain an orderly flow of air traffic; d) provide advice and information useful for the safe and efficient conduct of flights; e) notify appropriate organizations regarding aircraft in need of search and rescue (搜救) aid, and assist such organizations as required.
