Translating into Chinese. Economic and Monetary Union The birth of the euro resulted in fixed exchange rates between all EMU member countries. In deciding to form a monetary union, however, EMU countries sacrified even more sovereignty over their monetary policies than a fixed exchange rate regime nomally requires. They agreed to give up national currencies entirely and to hand over control of their monetary policies to a shared European System of Central Banks (ESCB).
