早期“议程设置”研究主要关注大众传媒从一系列议题中通过凸显某些议题使其成为公众议题的功能，后来的研究则发现，媒介的议程设置效果还不仅仅停止在“制约视野”的层面上，还有着更深层次的影响。大众传媒报道的对象事物具有各种各样的属性，有正面的，有负面的，也有中性的；大众传媒对某些特定属性进行凸显和淡化处理，使对象事物的主导属性传达给受众，也会影响到受众对事物性质的认识、判断和态度，麦库姆斯把这种影响机制叫做“______议程设置”。
